The aim of this publication is to give industry best practice and guidance on the risk based thorough examination regime for in-service lifts and achieve consistency of supplementary tests and reporting procedures in support of such examinations. The publication gives guidance on the purpose and rationale for the supplementary tests and their status as part of the thorough examination. The guidance applies to all lifts and has been prepared with the Health and Safety Executive, as shown by their logo, and other interested parties in the lift industry, and they take into account current legislation:

Owners and others with responsibility for
the safe use of this type of lifting equipment have a duty under
Regulation 9 of he Lifting Operations and Lifting Equipment Regulations
1998 to have all such equipment that is provided for use at work
to be thoroughly examined by a competent person at either prescribed
intervals or in accordance with a scheme of examination. SAFed Guidelines
LG3 issue 02 provides guidance to owners and competent persons about
the scope of examination considered by the competent person during
the thorough examination of suspended access equipment and building
maintenance units and in particular:
Detailed guidance to the competent person for supplementary
examination and tests to ensure the equipment is safe for continued
use with an information flowchart at Annex A.
Detailed guidance to the competent person for supplementary
examination of track hold down units (HDUs) with an information
flowchart at Annex B.
Supplementary examination and test certificates at Annex C.
Documentation to be provided when such examination/tests have
been carried out. These are to be made available to the Competent
Person as required.

These Guidelines provide information to those
with responsibilities for the safe use and management of lift trucks
about their statutory health and safety obligations. The information
will help those with such responsibilities to consider inter-dependencies
such as the adequacy of maintenance and inspection with regard to
the ongoing safe use and reliability of their lift trucks. The Guidelines
also define the scope and extent of a lift truck thorough examination
with the aim of helping to ensure a consistency of approach by those
competent persons who undertake such thorough examinations.
